Can you see the sea from inside PARCO CITY?

Yes. The mall was built on reclaimed land on the Urasoe west coast, and the far end of the second-floor food hall is glazed, looking straight out over the road to the East China Sea. Window seats there are the most contested tables in the building — go early or wait for one. The sunset view is the reason locals time an evening meal around it.

Is PARCO CITY bigger than AEON MALL Rycom?

No. Rycom has the largest retail floor area in the prefecture and PARCO CITY is second. PARCO CITY has around 250 shops, including 94 that were the brand's first in Okinawa, and it is considerably closer to Naha Airport — about 15 minutes by car against roughly 40 for Rycom.

Where is the tax-free counter at PARCO CITY?

On the first floor in the Green Zone, open 10:00 to 22:00. The mall states that tax-free processing is same-day only, so do not save the receipts for a later visit. From 1 November 2026 Japan switches to a refund-after-departure model, which changes how this counter works.

Is parking free at PARCO CITY?

Yes — around 4,000 free spaces, the same capacity as Rycom, plus bicycle parking. The map code for car navigation is 33 308 868*53.

Is there a currency exchange machine?

Yes, in the Orange Zone. The mall also has ATMs from the Bank of the Ryukyus, the Bank of Okinawa, the Okinawa Kaiho Bank and Lawson Bank, and free wi-fi throughout the building with Japanese, English, Korean and Chinese interfaces.

What time does PARCO CITY open?

10:00 to 22:00 for the mall, the first-floor food terrace and the second-floor food hall. The third-floor restaurant street runs 11:00 to 22:00, and the cinema keeps its own schedule. Unlike Rycom, the building does not open in stages.

San-A Urasoe West Coast PARCO CITY: The Mall With a Sea View

Rycom has an aquarium. This one has the actual sea.

San-A Urasoe West Coast PARCO CITY opened in June 2019 on reclaimed land on the west coast of Urasoe, fifteen minutes up the road from Naha Airport. It is a joint venture between San-A, the prefecture's largest retailer, and PARCO — which is why the name is a mouthful and why the tenant list reads differently from every other San-A in Okinawa. Around 250 shops, of which 94 were the brand's first in the prefecture.

By retail floor area it is the second-largest shopping centre in Okinawa, behind AEON MALL Rycom. That comparison is the practical question for most visitors, and we have answered it below rather than pretending both are unmissable.

But the thing worth planning around is not the shop count.

The food hall faces the sea

The building sits on the coast road with nothing between it and the water. At the far end of the second-floor food hall, the wall is glass, and it looks straight out over the road at the East China Sea.

This is genuinely unusual. Shopping-centre food courts are interior spaces by design — windowless boxes in the middle of a floor plate. Here you can eat a plate of something ordinary while watching container ships work their way up the coast, and at the end of the day the whole window turns orange.

The window seats are the most contested tables in the building. They go early and they stay taken. If you want one, arrive near opening or resign yourself to circling until a table frees up — which, at a food hall, people do.

The food itself is food-hall food, including branches of A&W and Steak House 88 Jr. Nobody is claiming the cooking is the draw. The view costs nothing and there is no reservation to make.

Okinawa's two big malls are 30 minutes apart and most visitors have time for one. They are not interchangeable.

The PARCO half of the partnership is what makes the tenant list different. Alongside the San-A food hall and clothing hall you get mainland fashion brands, a LEGO store, a United Cinemas multiplex and a rotation of pop-up shops that do not tour the rest of the island.

Those pop-ups are worth checking before you go, precisely because they are temporary. When we photographed the building there was a Nintendo pop-up store running — that particular one will be long gone by the time you read this, and something else will be in the space.

The building is organised into colour-coded zones — Green, Orange, Blue — and the practical services are split between them, so it is worth noting which zone you need rather than which floor.

For groceries and everyday things, the San-A food hall here works like any other. If that is what you actually want, a plain San-A in a town centre does it with less walking. The supermarket guide explains the difference →

This is one of the better-documented buildings in Okinawa for a foreign visitor: the tax-free hours, the exchange machine and the four-language wi-fi are all stated plainly on the mall's own site, which is more than most places here manage.

Fifteen minutes from the airport makes this the most realistic mall for a last-day stop, and the same-day-only rule on the tax-free counter is worth remembering if you were planning to shop across two visits.
